The Challenge
IUOE Local 955 is the Alberta chapter of the International Union of Operating Engineers and one of the largest IUOE locals in North America, representing Heavy Equipment Operators, Crane Operators, Plant Workers, Mechanics, Welders, and other skilled trades across the province. Managing over 100 collective agreements, a complex dispatch and job board operation, benefits administration, and member services for a large and diverse membership demands robust, reliable technology – and Local 955’s systems were not keeping up.
The core member-management platform had not been materially updated since 1997 and was deeply embedded in daily operations. A separate benefits platform was running on aging, unsupported infrastructure. The IT environment itself was aging, creating instability across the organization’s technology stack. Previous modernization efforts on the core platform had not succeeded.
What LegacyX Delivered
LegacyX has served as Local 955’s technology partner for over a decade, delivering a scope of work that spans custom software development, legacy modernization, data migration, infrastructure management, and ongoing operational support.
Core Platform Modernization LegacyX took on the modernization of the core member-management platform – a system previous efforts had failed to replace. Working over roughly three years, the team supported day-to-day operations of the legacy system while iteratively building the modern replacement. Data was migrated sprint by sprint, with each sprint demonstrated on production-representative data, until the full transition was complete.
Benefits Platform Rescue and Migration LegacyX identified a mission-critical benefits platform that had lost vendor support and was running on aging infrastructure. The system held sensitive benefits data for tens of thousands of members. LegacyX stabilized the environment, virtualized the platform onto modern infrastructure, and led a multi-year data migration – including reconciling records across multiple sources to establish a single authoritative dataset.
Infrastructure Rebuild LegacyX completely rebuilt Local 955’s IT infrastructure, the union now operates on stable, properly architected systems managed by the LegacyX team.
Managed Technology Services LegacyX serves as the managed service provider for Local 955, handling ongoing technology operations, support, and systems administration across the organization.
Member Mobile Application and TradesWallet LegacyX built and deployed a custom mobile application for Local 955 members and integrated TradesWallet – ticket and credential management into the union’s dispatch workflow. Members uses TradesWallet to manage their safety tickets and certifications – a requirement for dispatch. This ensures that credential verification happens digitally at the point of dispatch rather than through manual paper-based processes.
